Project Management Specialist (Mid Level)


Boeing Global Services is seeking a mid-level Project Management Specialist supporting the Training Optimization and Proposal Integration team focused across a broad set of defense-related programs, products and services within the Training & Professional Services (T&PS) organization. This position will be located in St. Louis, Missouri.
Responsibilities Include:
  • Develop proposal project plans and deliverables (e. g., metrics, process improvements, etc.) and act as primary contact to proposal project stakeholders.
  • Participates in or develop mechanisms for establishing, monitoring and integrating project elements and communications concerning proposal management processes and decisions.
  • Coordinates ongoing proposal projects and serves as liaison between projects, finance, planning, scheduling, subject matter experts, and management.
  • Applies trend, variance analyses and risk assessments and mitigations to develop or revise plans and processes.
  • Responsible for analyzing, communicating, facilitating, coordinating and improving how T&PS executes on proposals across T&PS programs and products.
  • Responsible for streamlining and optimizing the support from T&PS (technical SME inputs such as solution design, proposal content, labor and material estimates, etc.) for BGS Government and International Government proposals.
T&PS Portfolio and Proposal Integrator Core Job Description:
  • Proposal Pipeline Analysis & Communication: Understand T&PS support requirements for opportunity pipeline. Develop, maintain and communicate T&PS pipeline and proposal support requirements to T&PS stakeholders at campaign and program levels.
  • Proposal Support Facilitation: Ensure best and most appropriate T&PS support resources for capture campaigns, proposals, and gate reviews. Understand and analyze Pre-RFP, Draft RFP, and RFP SOW and determine most appropriate T&PS sub-capabilities and individual resources needed to provide support for campaigns and content for proposals.
  • Proposal Execution Improvement: Identify opportunities and execute plans for continuous improvement of systemic T&PS proposal execution to reduce the cost of proposals and increase the overall win rate.
  • Periodic Direct Proposal Support: As-needed provide direct proposal support (design technical solution, cost inputs, capacity alignment, and resource plan) and conduct deep-dives at the individual offering level related to proposal support.
  • Governance: Support the execution of processes and systems to manage the proposal lifecycle and control competing demands. Provide reporting to support integration with the vertical businesses in support of their strategies and growth/competitiveness targets.

Qualifications
This position must meet Export Control compliance requirements, therefore a US Person as defined by 22 C. F. R. 120. 15 is required. US Person includes US Citizen, lawful permanent resident, refugee, or asylee.
Basic Qualifications (Required Skills/Experience):
  • Bachelors degree is required
  • A minimum of 3 years of experience collaborating across functions and business to integrate deliverables.
  • A minimum of 3 years of experience working directly with and building communication packages for Leadership.
  • A minimum of 3 years of experience with Microsoft Office (i. e., Word, Excel, PowerPoint, and Outlook)
  • A minimum of 3 years of experience utilizing project management and/or change management frameworks (Project Management Body of Knowledge, Lean, Six Sigma, etc.)
  • A minimum of 3 years of experience with government proposal coordination, development, and integration activities.
  • Experience analyzing data and generating metrics reports.
  • Experience in developing and monitoring project plans, resolving issues, and tracking actions.
  • Clear, effective and organized written and verbal communications skills to all levels of staff and management (Sr. Managers, Executives, Sr. Executives).
Preferred Qualifications (Desired Skills/Experience):
  • Experience working in military aviation training industry working in Training Development, Training Systems and/or Training Services
  • Experience with LEAN+ and/or Root Cause Corrective Action (RCCA) tools.
  • Experience in project management activities in accordance with accepted project management standards in the industry (e. g., PMI, PMBOK , ANSI, and ISO-standards)
  • Experience in program planning, development and execution
Typical Education / Experience:
Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
